India probes dumping of 'aluminium, zinc coated flat products' from China, Vietnam, Korea

India has begun a probe into alleged dumping of aluminium and zinc coated flat products from China, Vietnam and Korea following a complaint from a domestic player.

The commerce ministry's arm Directorate General of Trade Remedies (DGTR) initiated the investigation on an application filed by JSW Steel Coated Products.

The company asked for an anti-dumping probe and imposition of duty on imports of flat rolled product of steel, plated or coated with alloy of aluminum and zinc, from these countries.

If established that dumping has caused material injury to domestic players, DGTR would recommend imposition of antidumping duty on the imports.

In a notification, DGTR said it has found "sufficient evidence" of dumping of the goods by these countries.

"The authority hereby initiates an investigation into the alleged dumping, and consequent injury to the domestic industry...to determine the existence, degree and effect of alleged dumping and to recommend the amount of antidumping duty, which if levied, would be adequate to remove the injury to the domestic industry," it said.

The investigation would cover the period from October 2017 to September 2018. However, the directorate would also cover the data of 2015-18.

power projects, roofing, white goods and appliances, furniture and substrate for colour-coated steel.

In international trade parlance, dumping happens when a country or a firm exports an item at a price lower than the price of that product in its domestic market.

Dumping impacts price of that product in the exporting country, hitting margins and profits of manufacturing firms.

According to global trade norms, a country is allowed to impose tariffs on such dumped products to provide a level- playing field to domestic manufacturers. The duty is imposed only after a thorough investigation by a quasi-judicial body, like DGTR in India.

In its probe, the directorate has to conclude whether the dumped products are impacting domestic industries.

Imposition of antidumping duty is permissible under the World Trade Organisation (WTO) regime.

The duty is aimed at ensuring fair trading practices and creating a level-playing field for domestic producers vis-a-vis foreign producers and exporters.

Quick Take | Aluminium prices soften as US sanctions won’t bite Rusal

A big overhang on aluminium has been lifted but has left prices trending lower. That could worry investors in Indian producers of the white metal. But a clearer picture will emerge in the following months and quarters, once there is clarity on other issues such as US-China trade talks.

On January 28, three-month aluminium futures on the London Metal Exchange declined by 2.7%, said Reuters. This was after the United States lifted sanctions on UC Rusal and its parent company EN+. The move came after these companies were able to show that Rusal’s main shareholder Oleg Deripaska had lowered his stake in these companies and relinquished control.

The decision means Rusal’s position in the global aluminium supply chain, which had come under threat after the imposition of sanctions in April 2018, will be restored. The LME said its members can freely enter into contracts with Rusal and its entities, and that warranting can be resumed in Rusal metal. Warrants signify metal stored in LME warehouses.

But the US government has got Rusal to agree to ‘unprecedented transparency for Treasury into their operations by undertaking extensive, ongoing auditing, certification, and reporting requirements.’ Thus, the US government will continue to watch over Rusal’s activities.

While the sanctions were imposed in April last year, these were eased after the group laid out a roadmap to lower Deripaska’s interest. Thus, to a large extent, aluminium prices already reflect the expectation of sanctions being removed. Since June, prices are down by nearly a fifth.

Another notable overhang is the partial shutdown of operations at Norsk Hydro’s Alu Norte alumina refinery. It has been operating at half its capacity after having violated environmental norms. Recently, Reuters reported the Brazilian government has lifted the embargo on its production but normal output will begin after a federal court allows it to do so. When reopened, alumina supplies will improve and prices should moderate.

The one major uncertainty that remains are the import tariffs imposed by the US and related to that, the effect of the trade talks between the US and China. If trade tensions ease, that should be good for aluminium in the longer run.

The Chinese economy too has been slowing down, faster than expected, which is said to be one reason why aluminium prices are keeping low. A slowdown in the European Union and the International Monetary Fund’s (IMF) predictions of slower global economic growth are risks for this industrial commodity. On the other hand, the global aluminium market is still expected to remain in a deficit state in 2019, according to Alcoa. Inventories too have shrunk.

That lends to confusing signals, as both factors put together indicate that prices could bounce back. What can be said is that once these macro uncertainties end, then the market will return to a more normal state. For instance, some of the shrinkage in inventories may be because Rusal inventory could not be stored there, and may have been stored off-market. When it returns, LME inventories may go up.

While the lifting of sanctions has a sentimental impact, there’s no sword hanging over Rusal now. Since there’s no threat from sanctions any more, prices eased a bit. Softening of alumina prices, if the Alu Norte refinery goes back to full capacity, will benefit those global aluminium producers who buy alumina to make aluminium.

Most Indian producers run integrated operations, with some alumina purchases as required. In fact, National Aluminium Company’s alumina business is what contributes to profits, with the aluminium business making losses. A decline in alumina prices is a risk for the public sector company.

Others such as Hindalco Industries and Vedanta are already facing a situation where the decline in aluminium prices is expected to affect their profitability. Costs are not falling as rapidly. In recent months, the industry has been demanding higher import duty on aluminium to protect domestic producers. On January 28, all aluminium shares were ruling lower though some of that can be attributed to the metals pack itself falling.

China December aluminium production surges to record monthly high

China's primary aluminium output defied low prices to rise for a second straight month to a record high in December as falling alumina costs boosted margins, while 2018 annual output was also a record, official data showed on Monday.

The world's top producer churned out more than 3 million tonnes in a month for the first time, undeterred by aluminium prices at two-year lows, the impact of the US-China trade war and Beijing's environmental crackdown.

Production was likely spurred by new smelter openings late last year and higher utilisation rates following a plunge in the cost of raw material alumina, said Helen Lau, an analyst at Argonaut Securities.

On a daily basis, China produced almost 98,400 tonnes of aluminium last month, up from 94,000 tonnes in November and also a record high, according to Reuters calculations. December had one more day than November.

Full-year output came in at 35.8 million tonnes in 2018, up 7.4 percent from the previous annual record in 2017.

China added 3.8 million tonnes of aluminium smelting capacity in 2018, according to consultancy AZ China, while about 2.8 million tonnes was shut due to a slump in aluminium prices.

Winter restrictions on output to curb pollution were also less severe than expected.

Shanghai aluminium prices slumped a hefty 14 percent over 2018 to below 14,000 yuan ($2,063) a tonne amid plentiful supply and worries over the impact of the Sino-US trade war on demand.

"Even though at the current (aluminium) price you may say smelters are not making money, as long as they break even they will continue to produce," said Lau, who expects another 5 percent increase in China's output in 2019.

"Those newly commissioned smelters have to start operating to pay back their loans. They have to generate enough cash flow to do that."

Alumina prices, which soared from March last year on an outage at Norsk Hydro's Alunorte plant, fell almost 30 percent in the fourth quarter, easing the pressure on smelters.

Meanwhile, output of 10 nonferrous metals - including copper, aluminium, lead, zinc and nickel - came in at a record 5.08 million tonnes in December, up 7.8 percent from November and up 10 percent year-on-year.

Full-year output was up 6 percent at 56.88 million tonnes, also a record high. The other metals in the group are tin, antimony, mercury, magnesium and titanium.
Output hit 3.05 million tonnes in December, National Bureau of Statistics data showed, up 8.2 percent from November and up 11.3 percent from December 2017.
